Rice County District Court Overview

Kansas District Courts are constitutional trial courts with broad original jurisdiction. K.S.A. 20-301 states that each county has a district court with general original jurisdiction over civil and criminal matters unless another law provides otherwise. Rice County District Court is the local District Court for Rice County and is part of the 20th Judicial District with Barton, Ellsworth, Russell, and Stafford counties.

The District Court is the court for felony cases, misdemeanors not under municipal jurisdiction, civil disputes, small claims, divorce, probate, juvenile matters, protection orders, care and treatment cases, and traffic citations issued by the Rice County Sheriff's Office or Kansas Highway Patrol unless the citation identifies another court. Rice County District Court Officers

Rice County does not have multiple numbered district courts like some larger states. Rice County 20th Judicial District

The 20th Judicial District connects Rice County with Barton, Ellsworth, Russell, and Stafford counties. Court Services for the district provides adult and juvenile probation supervision, presentence investigations, bond-case supervision, community work service coordination, Check Management Seminar, DUI Impact Panel, and referrals to substance abuse and mental health treatment providers. The research did not locate a current official Rice County drug court, veterans court, mental health court, or DUI court, so these services should not be described as a dedicated specialty court.

Rice County Case Flow

Rice County District Court Records

Rice County Appeals

The Kansas Court of Appeals is the intermediate appellate court. The research notes that the official Court of Appeals page describes 14 judges and appeals from district courts in civil and criminal cases, plus certain Kansas Corporation Commission orders. A Rice County District Court decision can become an appellate record if a notice of appeal is filed and the appeal proceeds under Kansas rules. Appellate records are not the same as the local trial court file, although they arise from the District Court case.

Federal Court Is Separate

Rice County is in Kansas, but county District Court records are not federal court records. Federal crimes, federal civil cases, bankruptcy, civil rights claims, Social Security matters, immigration matters, federal habeas petitions, and federal tax cases may appear in federal systems instead. Restricted District Court Records

District Court is broad, but public access is not unlimited. Juvenile offender, child in need of care, adoption, mental health, care and treatment, sealed, and expunged records may be unavailable or limited. Public copies should redact Social Security numbers, driver license numbers, financial account numbers, protected addresses, minor identities, medical information, and similar personal identifiers. Family and protection cases may show a case entry while hiding sensitive filings.
